Buying in 85747 before you arrive: a remote VA purchase checklist for PCS moves

A source led 85747 VA loan checklist for a PCS move to Tucson. Buy before you arrive only when occupancy, inspection, appraisal, and closing can each be true on your file.

Can I buy a home in 85747 with a VA loan before I move to Tucson?

The usual case is a family on orders to Davis-Monthan, or another Tucson assignment, with a report date still weeks or months away. They cannot fly in for every showing. They still want a house in 85747 that they can occupy after they arrive.

VA's purchase loan page says a VA backed purchase requires a Certificate of Eligibility, credit and income standards from VA and the lender, and that you will live in the home you are buying. None of those sentences say you must already be standing in Tucson on the day you write the offer. They do say the occupancy plan has to be real.

Treat this as a remote purchase, not a shortcut. Keep the Tucson PCS housing overview at Davis-Monthan PCS Tucson housing guide next to this checklist. That guide covers rent versus buy and area comparison. This page covers the 85747 VA file when you cannot be in town for most of the process.

Start with the COE question in writing. What a VA Certificate of Eligibility does and does not do explains what the certificate shows and what the lender still decides. Ask the lender for a current written preapproval that names occupancy timing, not a verbal maybe.

  • Write the report date on the first page of the buyer file.
  • Ask the lender what occupancy date it needs you to certify.
  • Name the 85747 areas and must-haves before the first video walk.
  • Keep loan documents in the lender process, not in a public form.

Who walks the house for you when you cannot be in Tucson?

Someone has to see the house as a house, not as a listing photo. If you cannot be there, your buyer agent can walk it in person and on video with you. A trusted person already in Tucson can walk with the agent. That person is another set of eyes. They are not an inspector and they are not an appraiser.

Ask for a live walk, not only a recorded clip. Have the agent stop at the water heater, HVAC, roof edges, yard grade, and any room that would change your offer. Save the video and the notes in the same file as the listing and the contract.

A video walk does not replace a buyer selected inspection or the VA appraisal. It only decides whether the property is worth those next costs. Use Property Fit Screen to separate condition, value, lending, and contract questions before you write.

Who attends the inspection if you are still on station?

You choose whether to hire a home inspector and which specialists to add. The inspector works from the scope you buy. Your agent can attend and can often keep you on video if the inspector allows it. A local representative can stand in the rooms with the inspector. The written report is still the record you decide from.

VA appraisal and home inspection keeps the roles apart. The VA appraisal is not a home inspection and does not guarantee condition or value. If the report raises roof, sewer, HVAC, or pest questions, add the matching specialist before you release the inspection period.

Build the inspection calendar from your report date and the contract dates, not from a hoped for weekend trip. If you might reach Tucson for one day, spend that day on the inspection walk, not on the first casual showing.

  • Ask the inspector, in writing, whether a remote video attend is allowed.
  • Name who will be physically present if you cannot be.
  • Read the report with the lender and the right specialists before you decide.

How does the VA appraisal timeline line up with your report date?

VA says the lender requests the appraisal. The appraiser estimates market value at the time of inspection and addresses applicable VA property requirements. Your agent cannot direct the value conclusion. Your lender uses the report in its loan process.

This page does not publish a turn time. Appraisal calendars change with volume, property type, and the appraiser's schedule. Ask your lender what the current order path looks like for this file, then count backward from your report date and from the contract closing date.

If the appraisal comes in below the price, the VA escape clause and the contract language control the next move. Do not invent a repair list from an appraisal. Pair this step with VA cash to close questions so credits, cash, and the Loan Estimate stay in one file.

What does VA occupancy certification mean if you close before you arrive?

VA's purchase loan page requires that you will live in the home you are buying. The lender collects a certification. VA Form 26-1820 asks the Veteran to certify that they occupy the property as their home, or intend to move in and occupy it as their home within a reasonable period of time.

VA Lender's Handbook Chapter 3 Topic 5 states the rule in plain pieces. As of the certification date, you must already live there, or you must intend to move in and use the home within a reasonable time after the loan and the dwelling are complete. Occupancy within a reasonable time means within 60 days after loan closing. More than 60 days may be considered reasonable if you certify a specific later date and there is a particular future event that makes that date possible. Occupancy later than 12 months after closing generally cannot be considered reasonable by VA.

A PCS report date can be that future event. It is not an automatic exception. The lender and VA apply the handbook to your file. If you are on active duty and cannot occupy in time, occupancy by a spouse or a dependent child can satisfy the requirement under the same chapter. In the dependent child case, the Veteran's attorney in fact or the child's legal guardian must make the certification and sign the form.

Do not promise yourself, a seller, or a website a closing date that your occupancy certification cannot support. Ask the lender what date it needs on the certification before you lock a contract timeline.

Can you close remotely in Arizona?

Arizona law currently allows a notary public located in this state to perform a notarial act for a remotely located individual by using communication technology. The current statute is A.R.S. 41-263. It requires identity proofing, confirmation that the record being notarized is the same record the signer executed, and an audiovisual recording of the act. The notary must also notify the Secretary of State before the first remote act.

That statute is not a promise that your lender or title company will use remote online notarization on your file. Some lenders still require a wet ink or mail-away package. Some title companies will set up remote closing. Some will not. Ask the title company early, in writing, whether the lender and title will allow a remote closing, a mail-away closing, or will require you in a Tucson signing room.

Do not wait until the last three days to ask. If the answer is mail-away, ask how many calendar days the package needs and where it has to be received. If you might be traveling between duty stations on closing week, say that out loud before the contract dates are set.

  • Ask title whether this lender allows remote online notarization in Arizona.
  • Ask whether a mail-away wet ink package is an accepted backup.
  • Write the answer and the required lead time into the closing calendar.

How do I check the high school for a Rita Ranch address?

Much of ZIP 85747, including Rita Ranch, sits in Vail Unified School District. On the district's Cienega High School choice page, reviewed October 6, 2026, Vail states that Cienega High School and Mica Mountain High School have fixed attendance boundaries. The same page lists Rita Ranch among the neighborhood examples assigned to the Cienega attendance boundary.

That list is a district example, not a private map of every 85747 lot. A new phase, a renamed street, or a parcel outside the named neighborhoods still needs an address lookup. Vail's Welcome Center page points families to district boundary information and to InfoFinder for bus route information. Use Vail Cienega attendance page, Vail Welcome Center, and Vail InfoFinder.

Boundaries change. Transportation rules change. Open enrollment and choice seats change by year. Run the address again before you write, and again before you close. This page does not rate schools and does not assign your lot for you.

What should I send before we start looking?

Send the report date, the 85747 areas you will consider, and the must-haves that would make you walk away. That is enough to start a remote search plan. Use the form on this page. The longer buyer plan intake is at Build My VA Buyer Plan.

Questions buyers ask

Can I buy a home in 85747 with a VA loan before I move to Tucson?

Yes, if you meet VA and lender standards, the property can close, and you can certify that you will occupy the home under current VA occupancy rules. Being out of town changes the walk, the inspection attend, and the signing path. It does not remove those requirements.

Who walks the house for you when you cannot be in Tucson?

Your buyer agent can walk the house in person and on live video with you. A trusted local person can walk with the agent. That walk is not an inspection and not an appraisal.

Who attends the inspection if you are still on station?

You choose the inspector and the scope. The inspector, your agent, or a local representative can be in the rooms. Ask in writing whether a remote video attend is allowed. Decide from the written report.

How does the VA appraisal timeline line up with your report date?

The lender requests the VA appraisal. Ask that lender for the current order path on your file, then count backward from the report date and the contract closing date. This page does not publish a turn time.

What does VA occupancy certification mean if you close before you arrive?

You must certify that you live in the home or will occupy it within a reasonable time. VA's handbook says reasonable time means within 60 days after closing, unless you certify a specific later date tied to a particular future event, and generally not later than 12 months. A report date can be that event. The lender and VA apply the rule to your file.

Can you close remotely in Arizona?

Arizona Revised Statutes section 41-263 allows an Arizona notary to notarize for a remotely located signer using communication technology, with identity and recording rules. Ask your title company early whether the lender and title will allow remote online notarization or a mail-away package. No lender promise is made here.

Method and limits

This article uses VA's purchase loan page, VA Lender's Handbook Chapter 3 Topic 5 on occupancy, VA Form 26-1820, Arizona Revised Statutes section 41-263, and Vail School District attendance and InfoFinder pages, all reviewed October 6, 2026. It is general education. VA and the lender decide occupancy, approval, and timing. The title company and lender decide whether a remote or mail-away closing is allowed on your file.
