What HOA documents should I ask for?
Ask your agent and the seller for the full set, not a summary. That usually means the declaration of covenants, conditions, and restrictions (often called the CC&Rs), the bylaws, the rules and regulations, the current budget, recent meeting minutes, and a statement of what the seller owes and what fees come due at closing. Some communities have a master association and a smaller sub association, each with its own dues and rules. Make sure you are reading both.
How do HOA dues change my monthly payment?
Dues are part of what you pay every month, even though they are not part of the mortgage payment itself. Your lender will count them when they figure what you can afford, and you should too. Ask how often dues are billed, whether they have gone up in recent years, and whether any special assessment is planned or under discussion. Our post on VA cash to close questions covers the other costs that show up at closing, including fees an HOA may charge when a home changes hands.
What rules matter most for military families?
Read the rules with your own life in mind.
- Renting the home later. If a PCS move could turn this house into a rental, check whether the CC&Rs limit leasing, set a minimum lease length, or require registration. Our guide to renting or buying on PCS orders walks through that decision.
- Vehicles and parking. Look for limits on trucks, trailers, boats, RVs, and where guests can park.
- Yard and exterior changes. Shade structures, paint colors, fences, and landscaping often need approval first.
- Home businesses and pets. Some rules cover both. Read them before you assume.
Do new builds and resales handle the HOA differently?
They can. In a newer section, the builder may still control the association, and dues or rules can change once owners take over. On a resale, you get a track record you can read in the minutes and the budget. Our post on new build or resale in 85747 covers the other tradeoffs between the two.
What red flags should I look for in the minutes and budget?
Read a year or two of minutes if you can. Watch for repeated talk about a big repair, a lawsuit, a reserve fund that keeps getting skipped, or a fight over a rule that affects you. None of these is an automatic reason to walk away, but each one is a reason to ask questions while you still have time under your contract.

What should I check in the HOA documents before buying a home in 85747?
Read the CC&Rs, bylaws, rules, current budget, recent minutes, and the statement of fees due at closing. Focus on dues, special assessments, leasing limits, parking, and exterior change rules.
Can I rent out my 85747 home later if I get PCS orders?
It depends on the HOA. Some CC&Rs limit leasing or set a minimum lease length, so check the documents before you buy if renting later is part of your plan.
Do HOA dues count toward what I can afford with a VA loan?
Lenders count HOA dues as part of your monthly obligations, so they affect what you can afford. Ask your lender how they figure it for your loan.
Keep the program, property, and buyer decisions separate.
